Buffalo, NY-A court recently sentenced a man who was practicing as an optometrist in Rochester, NY, although he had never passed state licensure exams.

Shamil Tadros, 45, reportedly attended optometry school but never passed the state exam. He was charged with operating as an OD and providing ophthalmic dispensing services without a license. The Monroe County Court gave Tadros a three-year conditional discharge as long as he pays $116,821 in restitution to the state and several health insurers.
